I do it myself but I usually make it work related 'surfing'. I search for articles in my field, but never use chat or facebook or similar types of social sites. I do however keep in touch with my beloved partner by email. All these help me in maintaining concentration and interest in my work ( which is intrinsically interesting but we all need to open a few windows and doors during the day to let a bit of air in ).

I think it depends on the work ethic of the person, how challenging the job is and the deliverables needed.

 

But in general I agree with Razan expecting someone to be on for a full 8 hours is not realistic... I think if people are given freedoms and yet they respect their place of work and give like they receive you should have no problems.

If you have any type of system to measure productivity then yes they can. If someone knows he/she has to deliver a task at a certain time today then they will not abuse this freedom. If you keep employees busy enough and alwyas measure productivity then you are on the safe side.
